Trade Associations. There are many associations that represent parts of the fossil energy world. The broadest representation is by these groups:

Oil -- American Petroleum Institute.
Gas -- American Gas Association.
Energy use: Association of Energy Services Professionals
Energie-Cités - association focusing on energy efficiency in the European municipalities, urban energy planning, urban transport, and European programmes.
International Association of Energy Economics - provides a forum for the exchange of ideas, experience and issues among professionals interested in energy economics.
National Association of State Energy Officials (NASEO) - represents state officials who hold primary responsibility over energy policy within their respective governments.

Regulation: burning of fossil fuels is regulated by both the states and the federal government.

The National Association of State Energy Officials is a good starting point for the states.
All new federal regulations are first proposed for public comment, then published in final form, in the Federal Register. Here is link to today's Federal Register. After regulations become final, the are collected in the Code of Federal Regulations.

Hydrate.org has information on undersea methane deposits that have enormous fuel potential.
International Institute for Energy Conservation (IIEC) - non-profit organization, with offices on four continents, seeking to accelerate the global adoption of energy-efficiency in order to enable economically and ecologically sustainable development.
Northwest Energy Efficiency Alliance - a non-profit consortium dedicated to transforming markets for energy-efficient products and services.
Pacific Institute is an independent, non-profit center created in 1987 to do research and policy analysis in the areas of environment, sustainable development, and international security.
Public Citizen - Critical Mass Energy Project - energy policy information relating to nuclear power, radioactive waste, renewable energy, energy efficiency, transportation and electricity restructuring.
